So long as it isn't in the way of the books and doesn't have any specific light or power supply needs, I don't see why not. It sounds like a good contribution to the space. I take care of air quality in the library myself, but you're correct that that setup won't do any harm.

Self-sustaining isn't the same thing as impervious, though. The plants still ought to be checked on occasionally to make sure they're thriving.

Only the bulb for the light, and that doesn't take much more than a standard reading lamp.
